After some reading the "needle thing" turns out to be auto choke on the spree.

You'll have to figure out the bystarter if you use the spree carb, is the system 12 volt or 6 volt on that scooter? Not sure if the auto bystarter will work on 6volt, maybe it will. You should be able to find power from the tail light or power from the head light so when you run the motor the bystarter functions. Or you can get a manual bystarter for the spree carb they exist. Flip top bystarter replacement is under $20 I think.

Spree is 12v sky is 6v. Atleast thats what the batterys are.

This should work on the spree carb as the bystarter for those carbs are identical to the spree bystarter.
