1985 Honda Spree; Rear Wheel Lockup (not able to rotate)

Hi all,
My dad was riding my honda spree. He was coming up on a stop sign. He was slowing down for it. Suddenly, the rear wheel of my spree suddenly locked up. This wheel is unable to turn at all. We had to lift it to move it.

Our theory is that potentially there's some transmission lubricant that we might need, but this could be wrong.

Does anyone have any theories as to what this might be, and what part(s) might be needed to fix it?

P.S.
We're approaching close to 4000 miles on the Spree. Not sure if that matters or not, but here you go.... :coolcruise:

If you have already removed the wheel, and the brake shoes are NOT the cause of the lock-up, then the issue will likely be inside the gearbox. Too late for lubricant sounds like. Gears or bearings have been damaged. Remove gearbox cover to inspect.
