Can’t get Spree to start!

I just bought a 1985 Honda Spree. When I try to start it, it tries but doesn’t fully turn over (only did once or twice with the help of starting fluid.) So far we have cleaned out the carb, emptied and refilled the gas tank, tried to tighten clamps on hoses we think it may be the vacuum petcock? Any suggestions?
