Hard starting and bogging

My spree has a hard time starting if it sits longer than a hour. The only way to start it is to cover the carb with your hand. Once I have it started I put the elbow to the airbox back on and drive it. It has great acceleration but once it reaches higher speeds of about 20 it starts to bog down. When I let off the gas and slow down a little it runs good again. I think the bystarter is bad because it needs to be manually choked but I have been starting it by hooking it up to a battery charger and the positive and negative wires arent hooked up to the battery, I just let them hang. Could this be causing the bystarter to not work? What might be causing the bogging?
