Update and questions to engine number and titling issue

So a quick background the state of Minnesota will not release my title as the engine number I had provided did not match for my 83 nh80 aero. I was able to confirm that the number on their record did not have the hf01e prefix that is standard on this model. According to then what I gave and they had was not even close. And they confirmed that it was not the vin. This leads me to believe that a different number was given.

I found an hongc number on the battery cover. I was wondering are there are places that I can look which would also have a serial number that may have been mistaken as the engine number? Any thoughts are greatly appreciated.

The VIN sticker is on the frame down tube behind front tire best viewed from right side.
The frame serial number is stamped into a frame plate on the left side under floor. Should be a higher number than HF010-DS000001
The engine number is stamped on a flat pad of the engine case, near the rear wheel above the brake lever. Should be a higher number than HF01E-2000001
At some point you will figure out that you need to take pictures of the vin.

They are just jacking you around because you are not doing it right. Your other thread contains the real information you need to get a title. They will keep this nonsense up until you give up or learn how to do it right. They been playing this game for years, you need to learn how to win.
Remember the part in your other thread that said to go to a different location and talk to another person ?

I have the full vin from the from the frame and the plate which match. They verified those are correct. I gave the full engine number. Of which they say is nowhere near their records. Meaning they don't have a real engine number on their record. I have spoken with half a dozen different people and got all of same response. Thats why I was hoping that when it was first titled the person who titled it used Some other number. Sadly I no longer live in that state so it is all over email and phone.
