Will it run without the air filter on?

Trying to get my '88(?) Honda Elite ES SB50 running and have posted Carb questions and will be trying the suggestions (Thanks!), but I also keep reading how important having the air filter properly attached etc. is ( mine has 3 screws missing and the box won't seal right). Could this also have a similar effect as what I think are my dirty carb problems?
It will start and respond to the throttle being turned, but dies out after 10 seconds or so.
Just trying to get as many possible answers as I can before tearing something apart without needing to. The poor thing was sitting in someones garage since 1992 after only being ridden 900 miles according to the license plate and odometer.

I can't say that an Elite wont run without an air filter,
but I can say it wont run well... :wink:
After 23 years, there are some steps you should take, regardless of all other conditions.
For instance, all fuel lines and vacuum lines should be replaced with new.
Air filter should be new. These items will rapidly deteriorate with ethanol fuels
and cause pluggage problems in the carburetor.
Float needle usually gets messed up.
Much care to properly clean all orifices associated with fuel intake.
Including cleaning all fuel handling components...like the screen inside the tank, the tank if needed, and I would think it does.
Petcock must work right or you wont run.
Understanding some of these components is a big part of being able to fix them.
Other obvious things like new spark plug and oil and gas.

The only way it will run without an air filter is to change the main jet to say a 85 and then run a free flow filter. Your scooter will not run correctly without the filter and the stock main jet.

IT'S ALIVE! I followed YOUR advice on here and in the Tech Thread "Spree runs for 20 secs ...." and I got it running! Still needs some carb cleaning and a couple of screws for the air filter box but I got it screaming up to 30mph!
