what is that black thing on the carb that sticks out cuz the wires came out of it and i dont know what to do?

That is the auto-bystarter. If you can re-attach the wires and apply 12 volts you can test to see if it works. If the needle slowly drops down then you're good to go, otherwise buy a new one.

Yes it very well could be. Refer to tech docs and diagnose it accordingly.
