Adjustable Starter limit switch?

I just 'inherited' a '97 Elite CH 80 w/49 original miles. Spent most of it's life in a garage, but it's not primo - some cosmetic damage riding on the back of an RV.
New battery, plug, fuel, added a fuel filter, new air filter and cleaned the carb (probably not as well as Bear would recommend
) and it wouldn't start, but turned over fine.
Not sure why but I let out the left brake lever and as I did the scooter started - WTH??
So, it'll start every time if hold the lever in just the right spot, but not if it's held in place by the 'lock'. It doesn't turn over if the brake lever is left off (as it should).
Is this adjustable? Or is the switch bad? Or should I just 'deal w/it'.
Thanks and if there's a dedicated CH 80 forum, I'll try there, but this place has always been great when I had my Sprees.
