Won't stay running, dies at low idle

Hey guys, I just got my spree back together after having issues with the choke bowl and choke. Here's the thread from that.

Now that I fixed the dent that was in the bowl for the bystarter and put it back together I can't get it to idle properly. I put a new bystarter in it since it was cheap in hopes it could have been that.

The symptoms:
Once I have it running, it will have a high idle. I set the air fuel to 1.5 turns out and then slowly adjust the idle screw. the screw doesn't change a thing until a very specific point. once it hits that point it changes from a really high idle to bogging down and dying within a couple seconds. after that it will not start back up unless I reset the idle screw to a high idle again.

I know that the fuel valve (brain fart on the actual name) is good because it only lets fluid to the carb with vacuum. It has a new spark plug properly gapped. The carb is flawlessly clean and the jet looks clear. The needle is set to the middle notch. The float sits perfectly at the set specification level and has no cracks. I just re oiled the air filter and that didn't change anything (did it because I thought it'd help). I've tries different air/fuel settings and it doesn't change anything.

I am at a loss of what to try being new to the moped scene. I would really like to get this thing running!

the bike will idle high for a few minutes when first started thats the auto choke or bystarter working.Once warmed up to running temp then set the air screw for the highest idle then adjust the idle screw to get the idle correct .

Just tried to do that and it still wont stay running. It'll idle high for about 30-45 seconds and sound perfectly fine and then out of nowhere it dies. it does the exact same thing every time I start it with a high idle.

I put a new bystarter in it since it was cheap in hopes it could have been that.
A clone bystarter may be different than OEM Honda - see below for a test

What's your opinion of why it dies? -- Rich or Lean?

As a troubleshooting test
With the engine cold, un-plug the bystarter, and see if it runs longer, or stays running.

I Think that it runs rich but I'm honestly not sure how to tell. I think possibly rich because giving it throttle doesn't help keep it running.

When I fixed the issue with the choke bowl I had to sand away the dent, in the process I know that I sanded the whole wall that the choke sits in. I'm thinking maybe it lets too much fuel by now causing it to die.
