What is the deal with the "Iowa" thing? The two Sprees I just picked-up do not have kick starts. I see a lot of pics of others with them. Both are 1985's. Any info would be welcome.

Iowa sprees were restricted with a plate in their exhaust to keep them from getting enough air and their top speed is about 25 mph until you grind out the plate then it should go a bit faster.

1985 sprees to my knowledge didnt have kick start.
