84 spree not running right

it will start only if the idle and jet screw is realy sett realy off and the carb being half choked i taped half the hole. any sugestions? i cleaned the carb checked the plug. and while im here where do i get a voltage regulater for a spree. mine burnt out

Your carb isn't clean... check for light coming through all jets.

i use an air compressor and carb cleaner.
