I think I misread Dan's post. Yeah, stay away from the handlebar cover. Grips is the best place to attach.Tie them off to the handgrips instead.

I use my small 4'X8' quad trailer. It's a cheapie bolt together Harbor Freight Trailer I spent a whole $180 on when it was on sale. Here it is behind the big truck. Of course I can always use on of my trucks too but te trailer is so much closer to the ground.

If it is the model that is designed so you can fold it and you don't plan on folding it, weld it. I did and it is a massive improvement over just the bolts. I never folded it (never installed the bracket and rollers either) but the 3/4" exterior piece of plywood for a deck made it ridged as all get out. All the bolts were Loc-tited when assembled and in 5 years haven't found a loose one yet.

here is my creation, i call it the "SRU" (Scooter Relocation Unit)
complete overkill i know, but I had the time and the steel was free and I wanted the welding practice( really got the hang of it now).
the bumper will fall off long before the rack would ever break. In the next couple of daysI will be adding the the 2" square tube so it will also fit in to a standard trailer hitch. the two poles on the rear of the rack are for stop turn tail lights because the spree covers up the lights. And I need to weld on eyes for the straps to connect to with a block for the front wheel to go against and I'm ready to go Hard Core all the way!!
