20 mph top out, a little bogging down

well it got it to do a constant 26mph. i drilled a hole in the muffler (looking at the back of the scooter) 3 inches left of the tip. and on the top about 8 inches in from the tip. its alot stronger now which i think means that i need to clean my pipe. also should i shave off the little restrictor thing on the entry end? is it worth it? i have an 86
