my spree is giving me trouble starting

ok so my spree is giving me sum trouble. It will do a little wind up try-to-start thing and then it never starts. I picked it up a couple weeks ago when it ran perfectly, and laid it down on its side with the muffler side facing down (right-side-down). I was informed that maybe my carburetor got dirty or maybe all the fuel draind out of the carb bowl because it was layed down on its side. SO i finally got around to removing and cleaning the carburetor and it was absolutely clean. from wut i could see everything was clean. nothing was clogged. so i put it back in. BUT im no professional and i find it odd that when i unscrewed the bottom screw (the drain screw) nothing came out of the carb. No oil, fuel, or watever the * is supposed to be in there. So i gues my main questions are:

1.) Is the "carb bowl" just that bottom part of the carburetor?
2.) Is it supposed to be filled with fuel in order to start?
3.) I also messed around with the three adjusting screws:
- The bottom drain screw is straight forward.
- The air mixture screw which i think is the top screw i was told should be screwed all the way in, and then screwed one and a half times outward.
- And the idle screw (the middle one)....im kinda lost on that. generally how much should it be screwed in/out.
Maybe its not the carburetor at all? Can anyone shed some light on my spree issues so i can get this thing running??

suck on your vacuum line, and see if fuel goes into the bowl, if not, check your petcock valve.

2) Yes
3) The bottom drain screw is not an adjustment on the carb. Keep that sucker screwed in all the way.
The air/fuel mixture screw is the one that has the spring exposed on your Spree. Ideally, it should be screwed as you stated above, but its not always the case. Play that screw by ear.
The idle screw is just that. It controls the idle on your bike. Your idle should be enough to keep the bike on and a slight spin of the wheel when on the stand.

There are specs in the tech docs for screw adjustment. Do some searching

That's assuming your belt is not worn. If it is, you can't expect the wheel to be turning at normal idle. Sorry to take you off course, Brad, just thought it was worth mentioning.

I start with both screws at 1 1/2 out. Adjust the idle first to 1800 RPM or what sounds good to the ear. Then screw the fuel mixture screw in until it cut out, then back out to where it is smooth. You may have to go back to the idle screw to lower idle RPM to tolerance.
