Right brake handle doesn't fully release

I put on a new front brake cable, routed it about a different ways to find one that would be the smoothest and least binding, checked that the handle is ok, checked to make sure the shoes and the spring(s) were working ok, and even tried adding an external after-market spring on the cable between the pivot arm and cable mount at the wheel. The handle still doesn't fully show release after I squeeze it. I can push it back to its rest position or it works its way back after a bit, but not right away like the left brake handle.

Is this normal?

Sticky brake light switch? Sticky(overtightened) handle?
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

brake cam has surface rust due to condensation, sand it, grease it= j :lol: ust like new

its normal if its a non Honda part. due to tight bend that cable must make get a stiffer spring and lube cable 30w oil
