what the heck is that thing and what should i do with it if i'm getting a UNI filter?

Thats a vent line, put it somewhere where it wont get dirt in it or zip tie a piece of thick cloth over it.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
