I was pulled over and ticketed for not having a motorcycle license and not having an inspection sticker in the state of NY. According to this chart, my SA50P is a Class B moped and therefore I don't need either of those things. However, I can't find any documentation from Honda in the Owners Manual or Service Manual stating the max speed as 30MPH.

That's a tough question if commonly available info does not support your case. Try Honda USA, they should have proper documentation for SA50P as a moped the legal system will honor.
How fast does it actually go? If it only goes 30 mph for real can you just show them on a piece of road it only goes that fast, or is the government there as dumb as it is here in Nova Scotia. I feel cops shouldnt be able to make the call on the side of the road as to what is what, that isn't what they are trained for. I've run into that kind issue here in Nova Scotia before but with my bicycle motor kit, a conservation officer (wildlife cop) pulled me over and tried to tell me the bicycle was illegal when it was legal all the way, I quoted the motor vehicle act at him and he was dumbfounded. I had a set of signal lights on the front of the bike and he said that because it had signal lights that I was classed as a motorcycle. He thought he was going to take that bike home for his kid I'm sure.
