I used a big flat head screw driver and put it between a set of variator fan blades, and had it wedge to the ground. Literally took 2 seconds and it was off. No damage to the variator fan blades either.

Hmm... Im going to take out the oil pump today and set it in a cup to see if it leaks. I ran the starter for almost half a minute (with breaks) with the plug off and looked in the plug hole and saw oil on the threads. I also pulled the exhaust off and saw oil inside the exhaust manifold too, not very much, but it was there. So Im thinking that theres oil coming up from the case, lol.
I will confirm its the oil pump before replacing, so the next order of business is making or buying new crankshaft seals. I will buy a flywheel puller when my tax return comes in, is it easier to make your own seal, or what?

You don't wanna do that.
Holding the flywheel side of the crank to loosen bolts on the variator side puts stress on the crank.
Always hold it form the same side.
I know better than to give advice but sometimes I just can't help thinking I've got it figured out - thanks for jumping in Mr. Jamz saved him some trouble and I learned something.

If all you have is oil on the threads, it isn't a too much oil in the crankcase. If it was there would be oil all over the place.ChazSpree wrote:Hmm... Bear, the second link is the one I use. Ok I did have Same problem with my Spree Honda 1986 . After I did the tune up on it . Clean the carb Change the battery , clean the air filter etc . So On the first ten minutes it was running great then it was like going ten miles and Hours . What you need to do is make sure after cleanning your card and air filter make sure You tight everything the way it was . Then wat I did is I drill a tiny hole on the airfilter box to allow some air in and Now I Got it goin on 35 mph . Also dont forget to lightly oil the sponge in the air filter . If you do not clean your carb real good Air can not get through those tiny holes in the Carb and the more air you got in to your engine the faster it goes . One last thing on the Carb there is a screw and you need a flat screw driver for it . Used it to control how high your engine sound . It is locating above the screw to drain gas from your carb if I remember .

dont drill hole in it !!! if you do you run a risk of running lean and frying the motor ... Duke250 if your going to give info you shood say what size hole to do not just say small hole a 1in hole is small to some popple ..

Any hole in the airbox is gonna lean the engine out and will eventually cause an engine problem. If you do not know what you are doing, DON"T DO IT! yes leaner is faster and it also shortens engine life and can get real expensive.

Yeah I know I Didnt drill a 1 in hole in there . It was as thin as a pin size . I order a New air filter just havent been here yet .

I checked the compression, the needle on the gauge moves around 90-110 psi when I crank the scooter. I determined that the oil pump is indeed working and not leaking. I took off the carb and gave it to my friend to give it a good ultrasonic cleaning. I am off to the auto parts store and replacing all the hoses and tubes since I noticed many of them were cracked near the edges.

It happened to me and I did all the things that you did. Finally took the jug off and the exhaust port had only the size of a pencil to let exhaust out. Cleaned that out and it ran normal. Low quality 2 cycle will cause this problem over time. Maybe that will help you. You can check it by taking off the muffler and take a mirror and flashlight and look in the port. Again I just took off the jug. Good luck. or clogged muffler.
