I would contact the seller one more time and threaten small claims court if she doesn't follow through. That would be the last step before filing at your courthouse, see how much she likes the drive! And I would add the gas from the trips she bugged out on to my claim too if I were you.
Do not threaten, that just leads to a counter-suit. Simply inform her of your intentions to take this to small claims court because of her failure to follow the state law with this sale. If she says "Wait, we'll take care of it." then great, you don't need to follow through.

Wouldn't surprize me that OH require notary. Titling is a state-to-state thing. OH sucks on this stuff, apparently.

You could register it in MI with paperwork you have now, but would probably need a MI license.

The 10% she's asking for her trouble is trailer-trash attitude to take for incomplete paperwork that you reasonably were expected to recieve. You can file small claims in your local jurisdiction and *force* her to drive out to where *you* live for a change, or face a default judgement (she automatically loses). The threat of that might make her come around... or not. She probably wouldn't show up; not sure what the judgement is (you'd need an economic value for the service you need and I don't know what that is... probably full purchase price of the bike.) Either way it would be an experience!

1: yes she's the owner on the title, I checked. And I've never had to have the seller sig notarized before, just started it i guess.

2: She's not asking for 10% I had to buy $60 in gas (I need to get my festiva running again.) to make the two trips,
so I consider it a 10% A-hole tax.

3: small claims is sounding pretty good. I'll check how much it is to file and adjust the damages accordingly.

Thanks for the advice.

Before you go the small claims route talk to someone other than the idiot at the counter, to find out if you actually need this notary crap. I have found that 9 times out of 10 the person at the counter will be wrong with this kind of thing. They are at the counter because they are too junior or stupid to do any other job. So the public has to put up with their idiocy.

Ive gone through the process with motorcycles and my trucks. It does not matter if they sign off on the title, YOU NEED TO GET IT NOTORIZED in the state of ohio or they wont transfer the title into your name. I go to the dmv with the seller/buyer so this problem does not happen.
