Have a 2001 Honda Elite SR that I am putting togather. It starts great but seems to bog down when you first take off, until you get to about 15 mph, a lack of power?? I have tried and tried many times to tune the carb and can't get the hesitation to go away? Once you get to about 15 mph or so it will take off and really run, you stop, turn around and take off and the hesitation is back again. Can someone help me with this, I'll take any advice that you may have.

Welcome. Aside from the usual "Clean the Dang-ol' Carb" admonishments, consider that it may be a variator issue. Sometimes the vario "sticks", then shifts all at once, producing that bogging effect.

Cleaned the carb many times, put a different clean card and the same issue. How do i check the variator or where is it? I have many parts bikes and may have one sitting around , if i know what it is or where its located i may have 1. Please help me out with this.

OK since you've done such a good job with the carb-cleaning I can offer you a hint. However walking you through the entire process would take more time than I - and perhaps most of us on the Forum - have to devote. I suggest you take a look in Technical Documents and read all the Variator and Vario tuning threads you can.
The Variator lives under the black cover on the left side of your crankcase. This may be your excuse for a trip to Harbor Freight!

could it be a carb tuning issue? maybe i should start there. What it the best way to tune the carb in, is there a procedure or should the 2 screws to so many tunes out or what is my best bet as far as setting the carb?

I suggest you go read some more.
"Tuning" the carb via screws is pointless. If it idles, it's good. Set it at 1.5-2 turns out, start and warm up, then adjust for highest idle speed, and then check for throttle uptake when you whack it open. That's the only thing that screw controls. The top screw just determines where the slide rests to set idle speed. 1800 RPM is spec.
Tuning the rest of the carb requires changing out the Main Jet - see Technical Documents thread. Look again, as there are parts that disassemble and what's underneath may be your problem. The Emulsion Tube under the main jet is oft overlooked, as is the Tiny Pin-* O' Light which represents the Idle "Jet". Along with the bystarter circuit insert, and the float valve, those are the only parts that are important to clean. It doesn't matter if the bowl is clean enough to eat your Borscht out of or not. It's dem Holes.
If you've removed air boxes, filters, connecting tubes and punched holes everywhere in the airbox, it won't run right until you read up and learn how to compensate for these modifications. Also make sure your carb install is TIGHT. Stripped threads at the carb flange cause worse things than bad running. The brown spacer fits with its "ears" pointing down. The o-rings must be intact and in place.

Don't rule out bad crank seal at case halves, i just went through that and some more.

Wow, thanks wheelman... Just rejetted, it ran like junk at take off. Yup it was the intake manifold gasket was upside down.. Flipped it and jets working great.. Aka your "dog ears". Feeling a bit dumb but thanks!
